Patient Care Costs

  • The number of low-income people without health insurance continues to grow (estimated in Arlington at 23,000), and the cost of providing medical care continues to rise. For fourteen years, Arlington Free Clinic has been providing comprehensive medical care to the uninsured in Arlington. In 2007, the Clinic served 1450 patients and offered 8,000 medical appointments. The Clinic typically manages over 40 cancer patients, and 70% of Clinic patients have serious chronic diseases such as diabetes, hypertension and asthma. To serve these patients, the Clinic has recruited more volunteer physician specialists, has increased nursing and case management hours, and obtained additional diagnostic testing capability and medications. The costs associated with this level of care continue to grow.

Economic Realities

  • Arlington Free Clinic is the only clinic in Arlington County that provides primary and specialty medical care, including diagnostic testing and medications, to the county’s low-income uninsured residents.
  • There is no government program that provides medical care to the working poor between 19 and 65 years of age, unless a person has specific needs, i.e., pregnancy, or is disabled.
  • The Clinic receives no ongoing federal or county funds and only a small allocation from the Virginia General Assembly for medications. This allocation is less than 3% of the budget. 97% of the Clinic’s operating funds are privately raised
  • In FY 2007, 26% of AFC’s revenue came from foundation grants which are awarded annually, and 4% of the Clinic’s income came from United Way.
  • Arlington Free Clinic saves the community by keeping uninsured patients out of hospital emergency rooms and inpatient care. Using a formula adopted by the Virginia Association of Free Clinics and AFC patient data, AFC’s estimated savings to community hospitals in 2006 was almost $4 million.  The impact of the Clinic’s work is not limited to patients; it also impacts the financial health of our local hospitals and the health of the Arlington community. 
  • As a result of excellent fiscal management,  and the generosity of 520 volunteers and community partners, for every $1 donated to the Clinic, AFC provides $3.50 of quality health care to people in need.

Boeing

The Development staff gratefully receives a generous gift from Mr. Richard Kaake on behalf of the Boeing Employees Community Fund. 2007 is the fourth year Boeing has provided important support for Arlington Free Clinic.

New Building Fund For Design & Construction Of New Clinic Space - $300,000

  • In 2009, AFC will have a brand new home in South Arlington. The Clinic will be located in the Halstead Building which is currently under construction on the block bordered by Columbia Pike, S. Walter Reed Drive and 11th Street. Arlington Free Clinic will occupy a 7,500 square foot ground-floor condo that it will own through an agreement reached with the former building’s previous owner.

This fall, the developer of the Halstead Building will deliver “the shell” of the Clinic condo space. The Clinic must manage and fund all aspects of the design, construction and move to the new space with minimal disruption to the patients. As many “green” materials will be used as possible to provide a healthy environment for patients, volunteers and staff.

 To help fund the interior construction of the new Clinic, AFC is offering a wonderful “once in a lifetime” opportunity for individual, family or corporate donors to name spaces in the Clinic. Handsome plaques with donor names will be placed on the dedicated spaces. Spaces can also be named in honor or memory of someone or can be given anonymously. Donors will be recognized in a special listing in the annual report.   • To continue to provide quality health care to the uninsured of Arlington, it is imperative that Arlington Free Clinic continues to plan for the financial future of the organization. AFC faces financial pressure to raise increasing amounts of money to meet rising costs of operation. Arlington Free Clinic established an endowment fund to generate income for operating expenses. A healthy Endowment Fund will relieve some of the ongoing pressure to raise funds and will provide more financial security for the organization.
